The Tuesday,
December 8, 2015 meeting of the Warsaw Public Library was called to order at
7:05 pm by President Suzanne Aldinger.
Present were Trustees: Janice
Kelsey, Suzanne Aldinger, Margaret Zeches and Lynda Wick. Library Director: Lisa Gricius. Absent was Trustee Susannah Heubusch.

A motion to
waive the reading of the minutes from Monday, November 9, 2015 and approve same
without changes or additions.

Communications:
1. A letter from the Conable Foundation to
provide a monetary gift of $3,000.00 to the library providing partial payment
for painting the interior of the library and a thank you note was signed by the
board members and sent to the Foundation.
Finance
1. Audit and Approve abstract of audited
vouchers # 213-228 Total Amount: $16,764.00. This reflects
$9,000.00 to
Americote for painting and payment for elevator contract renewal.

2. Approval of 2016 School District Tax
Cap Override (school budget to be voted on in May of 2016) as requested by the
Pioneer Library System. Resolution #15-02(see attached)

3. Request Director to include monthly
deposit bank deposit reports.
4. Approval of various year end transfers as
stated in Resolution #15-03 totaling
$15,514.00(see attached) Note: Health/Medical Insurance line L9060.8 was
corrected due to an error in accountants figures.

Personnel:
1. Approve Resolution # 15-04 (see attached) appoint Luke Conley, Library
Clerk Substitute at $9.00 per hour effective 10/15/2015 and Halle Cook, Library
Page at $8.75 per hour effective 7/23/2015. It was discussed and made clear
that these hires made ( as per NYS Education Law 226(7), by the Director should
be made as “pending approval” until appointment and wage is set by the Board at
a scheduled board meeting and noted in the minutes of said meeting. Although not required by NYS Civil Service
the board would like to have vacant positions posted to give all interested
parties an opportunity to apply.

2. Reviewed Director’s and Children’s
monthly reports.
Old business:
1. Review of General Procedures has been
completed (see minutes from 11/9/2015).
Policies review was tabled pending committee meeting.
Motion was made by Lynda Wick and 2nd by Margaret Zeches at 7:50pm
to enter into executive session to review the Director’s Annual Evaluation. The
Board presented the evaluation to the Director, Lisa Gricius, and requested
that a list of goals that were met in 2015 and goals for 2016 be
forthcoming. We exited executive session
at 8:34pm on a motion by Lynda Wick and 2nd by Janice Kelsey.
In accordance with the WPL By Laws, Article lII, the next meeting will be
held on Tues, February 9, 2016, it will be our Annual Meeting. The Annual State
Report shall be submitted and officers elected.

Warsaw Public Library School District Vote
Tax Cap Override for adopted 2016 Budget
WHEREAS, the adoption of the 2016
budget for the Warsaw Public Library may require a tax levy increase that
exceeds the tax cap imposed by state law as outlined in General Municipal law
Section 3-c adopted in 2011; and
Whereas, General Municipal law Section 3-c expressly permits the
library board to override the tax levy limit by a resolution approved by a vote
of sixty percent of qualified board members; now therefore
Be it Resolved, that the Board of Trustees of the Warsaw Public
Library voted and approved to exceed the tax levy limit for 2016 by at least
the 60 percent of the board of trustees as required by state law on December 8,
2015 and;
BE IT FURTHER RESOLVED, That the Warsaw Public Library Board of Trustees does hereby
approve an increase in the sum collected by the Warsaw Central School District
for the Warsaw Public Library from $36,893.00 to $38,000.00 for the year 2016
to be raised by tax levied against the taxable property within the Warsaw
Central School District.

RESOLVED, That the Warsaw Public Library Board of Trustees approves the
appointment to fill vacancies in the Warsaw Public as follows:
One (1) position of Library Clerk
substitute, pt, at a rate of $9.00 per hour, effective October 15, 2015, with
no other benefits except those mandated by law.
One (1) position of Library Page,
pt, at a rate of $8.75 per hour, effective July 23, 2015, with no other
benefits except those mandated by law.
